Terrorism can be characterized as a type of violence that is practiced against
innocent victims in order to promote some cause or perception of the world. The
definition of terrorism is different in each country, since international law does not
conceptua
lize it in a unified way. Terrorism is today considered one of the main evils
that plague humanity, threatening democracy, peace and security worldwide. In any
case, it is clear that there are several reasons for not being able to unanimously
conceptualize
the concept of terror, sufficient to the definitions presented above to
start the approach of this research. It is not frightening and easy to believe that
terrorist groups like al

Qaeda use the network for communication, strategies and
recruitment, like
a company recruiting employees for its companies. The fear of
terrorism is present all over the world, all nations have come to fear this expression
since the remembered 9/11. A proposal to “harden” the Anti
-
Terrorism Act was made
in July of the same year
in which it was signed. Cyberterrorism is not legally provided
for in national legal acts, so it is necessary to look for a legislative concept of
terrorism, then, starting from it, try to develop a valid concept of cyberterrorism. In
2016, law 13,260 was
passed, which deals with the crime of terrorism and deals with
the regulation of article 5, item XLIII, of the Constitutional Text, disciplining terrorism
and providing for the investigation, process and concept of terrorist organization
.
