Ações do poder executivo em face do transporte irregular de passageiros em Belo Horizonte

In the present work, an attempt wasmade to look at the irregular transport of passengers in the State of Minas Gerais, especially in the Metropolitan Region of Belo Horizonte, describing some of its risks and benefits for the society of Minas Gerais. The 1988 Federal Constitution revoked the regulation of the provision of passenger transport services as one of the social rights. Due to the impossibility of direct provision, the State began to delegate this task to the individual through an appropriate administrative procedure. A set of bodies and rules that did not prevent the collective passenger transport system from sinking into serious management problems in recent decades, aggravated by fierce competition from irregular transport and apps. In Brazil, the main very public transport reference is the bus, followed by subway and metropolitan trains. These modalities are essential for the economic vitality, quality of life and efficiency of Brazilian cities. Mobility is an essential element of urban development and fundamental to the quality of life of the population. However, there is a growing dissatisfaction among users of regular public transport with the quality of services offered, enabling the rise of irregular or “clandestine” transport. These carriers have always coexisted with the regulated system, however, in recent decades they have expanded strongly in large cities, starting to compete for passengers with the regulated system, including in large urban centers. In this way, it is necessary to analyze the advantages and disadvantages for the community in general regarding the operation of irregular or “clandestine” transport.
