The vision of public and private organizations when observing the "HR" scenario in their structures and the importance of a constant evolution for competent People Management, with an updated structure and attentive to the search for results strategies, rises every day and entrepreneurship in the public sector is fundamental to the realization of this evolution. These are new times and the demand for excellence in relationships is growing; in the public sector, what is aimed at is a service that satisfies the citizen/user in order to demonstrate the civil servant's qualifications obtained by an effective work carried out by the management of people committed to public administration. Therefore, this article intends, through a bibliographical review, to emphasize important concepts such as administration, public administration, people management, in order to clarify the conception of ideas on the subject.
