water. Furthermore, Brazil uses hydroelectric power plants as the main source of energy generation and,
 therefore, the waste of the aforementioned resource is not desirable, since water and energy crises 
can occur and affect the country with a series of other negative consequences. Thus, the proposed 
project aims to bring knowledge and information so that medium and small farmers adhere to drip 
irrigation, an irrigation technique that proposes saving water, among other benefits. This technique
 consists of offering water punctually through drops to the region of plant roots, without necessarily 
touching the other components of the plant, such as the stem and leaves.

The Public Defender's Office is a permanent institution, essential to the jurisdictional function of the State, incumbent upon it, as an expression and instrument of the democratic regime, fundamentally, with legal guidance, the promotion of human rights and defense, in all degrees, judicial and extrajudicial, of individual and collective rights, in an integral and free way, to the needy, foreseen in our Federal Constitution. It is true that the Public Defender's Office has a different role among the institutions of the legal world, as it is the institution that aims to achieve access to justice for all without distinction, and is therefore vital to the process of enforcing rights. In this context, we question the sustainability and efficiency of this institution in the face of such an insane demand, aligned with the factors of gratuity, continuous conflicts and the lack of servers, thus making it even more unlikely to demystify the negative and utopian image of efficient public service provision and with results. If the process is vital to the realization of rights, the results are therefore essential.

Internal communication as an efficiency tool: a study in the Municipality of Belo Horizonte

Internal communication is the fundamental part for organizations, it is a process of exchanging knowledge and information between people. It only happens when the message arrives at its destination in an understandable way. This study aimed to study how internal communication influences the efficiency of activities carried out between the sectors of professional guidance and institutional relations of the CITY HALL of Belo Horizonte. To examine this issue, a script with open-ended questions was developed, which was used for the interview. The previously established questions sought to understand what impeded good communication between sectors, whether the available vehicles were sufficient and what could be done to improve communication between them. Nine employees were selected, three from the professional guidance sector and six from institutional relations. The interview was performed simply and recorded for better analysis of the results. In the analysis of the responses, it was clear that employees feel the need for information and that communication is often not performed for reasons of interpersonal relationships. It was also proven that the vehicles provided by the company are sufficient, but not always used correctly, causing delays and possible failures in activities. Finally, it appears that internal communication is of paramount importance to have synergy between sectors and for activities to be carried out efficiently.

State and Municipal spheres, with a bias towards conflicts of competence in the creation of laws that 
regulate the Brazilian legal system and thus violate the principle of efficiency in public
administration. In this context, after research carried out, we found that Belo Horizonte, in order to
regulate the inspection of irregular passenger transport (TIP), currently has in force the federal
law No. 9503, of September 23, 1997, which institutes the Brazilian Traffic Code (CTB ), state law 
19,445, of January 11, 2011, which establishes rules to curb the illegal metropolitan and 
inter-municipal transport of passengers in the State of Minas Gerais. And municipal law No. 10,309, 
of November 21, 2011, which was regulated by Decree No. 16,195 of January 7, 2016, which establishes
 rules to curb economic activity that consists of clandestine or irregular passenger transport in the 
Municipality of Belo Horizonte .

It was concluded that it is important to correctly interpret the country's legislation, specifically delimiting the correct calculation basis for the incidence of monetary restatement in the judicial context of expropriation.

This work has as main objective to verify if the State can fail to guarantee the promotion of the right to health, duly established in the Federal Constitution of 1988 due to lack of financial resources, and to observe how the Judiciary Branch should position itself in this nature. This article analyzes the emergence of second-generation social rights, the constitutional provision of the right to health, investigates the emergence of theories of reservation of the possible and the minimum existential and examines the jurisprudence on the subject in the Federal Supreme Court - STF. A bibliographical research was carried out based on the study of scientific articles published in the electronic means, the relevant laws and the decisions of the Supreme Court on the matter. It was concluded that the Public Entity cannot only allege lack of budget to not provide access to the right to health and that the Judiciary Branch, when issuing its decisions, must use reasonableness, proportionality and common sense, examining case by case , to privilege the right to health, without, however, harming other public policies, due to the excessive judicialization of health, which can also be harmful to the population.

Since it came to be used by the doctrine, at the beginning of the last century, the expression “public service” has undergone changes in its meaning. Scholars of Legal Science and other Sciences have used it in meanings that vary from the broadest to the strictest. Public service is a classic theme of administrative law, which has no parallel in private law and has been indicated, among others, as proof of the non-dependence of administrative law on private law. This article discusses the possibility of physical and psychological consequences of moral harassment occurred in the work environment to receive the same legal dealings applied to cases of work accidents. First discusses the evolution of law work-related accident. Then proceed to the definition of moral harassment as occurred in the work place and the possible consequences resulting from such practices. Finally presents the interpretative hypothesis to be applied to cases of moral harassment in the work environment.
